Projects in status ‚Äûplanning“ should appear in timesheets

we currently have an issue that during Project Planning consultants already need to book hours (e.g. as they support during requirement specification...).

If the Project is in status PLANNING the consultant does not see the tasks in the timesheet which leads to the situation that PM's already move the project to execution which is not correct and screws up our time entries
