Prevent users from editing other user's time entries

Currently those with Manage access to a project/task can view and edit other people's timekeeping on that project/task. There should be an access level setting to prevent users from ever being able to edit other people's time. We need our team members to have Manage level access on tasks so that they can updated planned completion dates, but they should NOT be able to edit their coworkers time on those tasks.
