Prevent Project Owner Deleting or Modifying an Admin Approval Process

Example: For various reasons, there are a number of items and some information that must be present before the project can or should be marked as complete. Therefore, a project approval process is set to start when a project's status is set to complete. Because Project Owners (and other users with Plan licenses) can delete or modify an approval process, they can choose to do so. However, there should be a mechanism to prevent Project Owners (or other users with plan licenses) from being able to edit or remove an Admin approval process attached to a project.
