Prevent Deletion of Final Document/Proof

Once a project is complete, we should be able to prevent anyone from deleting final document / proof.

It could be a manual trigger to block deletion of a specific/all document or an automatic trigger based on project status (=complete) or if assets have custom forms attached (for integration purposes for example).

the idea is to make sure that once projects are final, no-one is deleting documents and associated approval history.
