Pinbar Needs a "Lock Pinbar/Unlock Pinbar" Toggle Link

The Pinbar makes it far too easy to Unpin or move your pinbar items inadvertently. There needs to be a "Lock Pinbar/Unlock Pinbar" toggle to allow more confidence and usability of this feature.
