Notifications for Review License Users When Assigned to An Issue

We allow our Review license users access to Edit issues. However, with the notification, "Issue Assignment to Issue Assigned To" turned on at the global level, a review license user does not have this option to turn on for their account (under Action Needed).

Although we have a work around, that is for a plan or work license user to enter a comment and tag user, it would be great to have this functionality since Workfront allows a user with review license to be assigned and perform all steps above. This would potentially cut down constant email communication outside of the tool advising user they have been assigned to a work item.

Unless I'm reading this incorrectly, users with Review licenses don't receive any notification that they have been assigned anything? How in the world are we supposed to notify them?

From what I gather, Workfront really don't want you assigning things to people with Review licenses as they would prefer you purchased Work licenses if they are to received work assignments. Review licences are really for just having visibility.
