New Workfront Experience: Add NWE toggle on User Profile + allow NWE to be changed from "Opt-In" to "Opt-Out."

We are beginning the process of onboarding Groups into the new experience NWE. And, in addition, we're in the process of bringing new Groups into Workfront. These new Groups are being onboarded directly into NWE.

Ideally, we'd like to have the ability to change two things in our settings:

1. Have a "New Experience setting directly on User Profiles. So, this way, if we're cloning a user who is assigned to NWE, the assigned interface would transfer to the cloned user. And, if the user is in Classic, vice-versa. It would also be good to bulk edit users in this way.
2. Eventually change the default with NWE from "opt-in" to "opt-out." We're going to be bringing in hundreds of new users and will likely move to auto-provisioning these users utilizing SSO. When a new user has the base-level of access provisioned, we'd like to have that person received into the NWE.

So long as there is some easy way to set NWE/Classic that doesn't involve going to a whole other page would be helpful. Granted, any solution here would be solving what is in fact a temporary problem, I think it would go a long way to helping admins get their whole instance on the NWE.
