NEW HOME: Scrolling should be separate between left and right panels

When I scroll with my scroll-wheel in the right hand-side, I want to only scroll the object.

The same with the left-side - I want to only scroll the list of tasks/issues etc.

Currently using the scroll-wheel means scrolling the page as a whole which is not a great user experience.
