New Home: Allow admin the ability to hide certain quick action buttons

Description - Allow the admin the option to hide certain quick action buttons for My Tasks and My Project widgets

Why is this feature important to you - Some action buttons we do not want users to have access to or we do not use that feature (example: we do not log time). Also, this would help with training purposes to not have to reiterate to users to not use certain actions and simplify the experience for users.

How would you like the feature to work - Allow an option for the admin in the layout template settings to hide certain quick actions. 

Current Behaviour - Does not exist; users see all quick action buttons
