Move update/comment thread to different task, project or request

Allow system admins and project owners to MOVE entire comment/update threads to a different task, project, request or program.

Issue: Many users plop comments in the wrong location which causes much confusion among team members. Then it is exacerbated by people replying to the comments.

Yes, we can copy the thread or copy the text, but this is still not enough because people still go to the old/wrong location.
