Mobile App access: Manage at Access Level instead of Global Setting

Currently, access to the Mobile App is managed at the global level (System > Preferences > Security > Access > "Let people use Workfront's mobile applications and the Workfront Outlook Add-in")

I believe this shouldn't be a global setting, but instead something managed at the Access Level.

Use Case: We have certain associates that are approved to access work documents on personal devices, and certain ones that are not. We'd like a setting that isn't "all or nothing".
