Manually send a custom email notification from an object (project, task or issue)

If I am an objects owner I should be able to manually push an email notification. Say I had a custom notification that goes out at a task's start date and a new asignee is assigned after the start date or I want to resend as a reminder. I should be able to re-push that notification to resend it.
