Make Access level changes reportable

We would very much like to be able to create a report about e.g. all access level changes to a specific user account.

Also, in the more general sense, to be able to build a report to show all access level changes for a date range.

Please note the following:

When an access level is assigned to a user, and that access level is deleted, it prompts to chose a replacement access level. Once its ok'd, there is no record of that change in the users update feed. This is something that we would like to be included in the above request.
