Issue with Workfront - Proof Ownership Delegation

We are trying to change the owner of the proof but for few users, the option to change the owner is available and for a few, it is not. Although they all belong to the same account.

Also, when two users have the same access levels & roles, the functionality to change proof owner is working and for some, it is not.
