Final comments for proofs

Currently, each time a comment is made on a proof, an update is sent to the user. The user does not know that the proofer is not done proofing and can start to make changes.

It would be ideal to be able for the proofer to compile all comments on a proof, then send them as a batch, rather than the user receiving multiple updates.
