Dependency Finish-Start, Enforced

I thought it would make sense that when using Finish-Start, Enforced dependency type, the dependent task wouldn’t show up in the assignee's Work List until the predecessor task is set to 100% Complete. Currently, this is not the case. The dependent task not only appears in the assignee's Work list, the 'Work On It' button is also active. This behavior seems to contradict the function of the Finish-Start dependency as described in the WF Experience documentation, explained here; Finish-Start (fs): The predecessor task must finish before the dependent task can start. This is the default dependency type, used when no other dependency type is specified. Assignees are starting work on these tasks although it is flagged as 'Not Ready' in the Work List. Additionally, Work Lists are becoming task-heavy with Tasks that are marked as such. This makes it prohibitively more difficult to manage an prioritize tasks.
