Comment Actions - Separate Security Right

Actions on comments are really powerful because of the filtering options opened up. We would love to be able to expand our use of actions on comments, but we can't right now due to the security settings. We would want to allow many users to be able to set actions on comments but we don't want to give them full control over the proof. Could setting actions on comments be made into it's own security right so I can add it to certain permission profiles?
