[CLOSED] - Allow @ Mentioned User to reply to Comment

We setup our workflows so that once a user makes a decision they are locked out of adding new markups/comments. With this setup, we often have a scenario where someone gets @ Mentioned after they have finished their review, but they aren't able to reply to that comment with their answer. It would be nice if any user that is @ Mentioned would be automatically able to reply to that comment.
