Change the order of some fixed tabs.

On the "Projects" tab, the order of the subtabs is "Projects I Own", "Projects I'm On", and finally "All Projects".

In setting up layout templates for Team Members and Reviewers, it would be helpful to configure them to land on "Projects I'm On" since they do not own any projects. People in these access levels are always landing on a tab ("Projects I Own") with no data displayed.
