Be able to turn on logging/tracking for when a new task is added to a project

I'd like the ability to turn on logging for when a "new task" is added to a project - under certain conditions.

Ex: If a project is in Execution & all of a sudden the date is pushed out - as a Portfolio Manager I can not easily determine why this happened... there is no log to look at. I have also had this issue when I have co-Project Owners. I get a call that something changed but they don't know what - this is especially important on large projects.
