Assigning a single issue to multiple tasks

Bug / Change Request Description:
We have situations where a single issue affects multiple deliverables within a project that may or may not be part of the same dependency chain. We need to be able to assign a single issue to multiple tasks where that single issue affects more than one task (especially parallel tasks).

In addition to the need to correctly reflect the dependencies between issues and tasks, we currently would have to create multiple copies of the same issue to associate them against individual tasks. This results in artificial inflation of the number of issues being addressed by the team and duplication which is disconnected presents opportunities for errors, mistakes, and other problems related to maintaining manual duplications.
