Announcements Display At Top Of Screen

I'm reviewing some older Announcements. I've scrolled quite far down the list.

When I click, the full text of the Announcement opens at the top of the page, and I have to scroll to the top to view it, and access any attachments.

My suggestion is to have the full Announcement open as a separate "pop up" window immediately next to the title, with an "x" to close it when done.

Please consider this for a near future Release!
