Allow Workers to use Hours tab

Our Workers would really appreciate being able to use the Hours tab on Tasks and Projects, versus having to use the Updates tab to log their time to new items. At our organization, it is the Workers' time we are most interested in analyzing, not the Project Managers/Planners' time - so this seems like a gap to make them use a workaround or less robust method.
