Allow System Generated New Issue Fields to be Required

Description - Allow new issue fields from the queue details to be made required, i.e. description, priority, etc. 

Why is this feature important to you - These system generated fields are not required and users often do not fill them in when submitting requests. Therefore, essential information is being left out. Allowing these fields to be required will reduce the redundancy of creating workaround custom description fields. 

How would you like the feature to work - Create a checkbox next to the current checkboxes to make this field required - just like how it is within the custom form section. Instead create this option within the queue details section as well. 

Current Behaviour - have to create custom description fields that do not populate in the system generated description within the overview tab.

I would add that if we can require a document to be attached to the request too.  Several teams require an attached brief to the request and it's not something I can require at this time.
