Allow "work" level users to approve timehseets

As far as I can tell, you need to have a plan or sys admin level liscence to approve a timehseet. It would be great if work level users could approve them also. (it appears that they should already be able to to this on thier my work > approvals tab, but we cant get it to work for us)

it works if the user is a direct report - managers have the ability to review / approve user timesheets
