Add the ability to assign Tasks to a user when adding a template to a Task

When we convert an Issue to a Project, we can specify the intended owner of the Project. It would be super helpful if we had the same functionality when adding a Template to a Task, i.e., "Assign template tasks to the Owner of the parent Task" or something similar.
