Add the ability to adjust the finance setting for created issues.

Currently, you can only alter the Finance setting (globally or individually) for Tasks. I am requesting that you add the ability to alter this same setting for Issues so that you can have the same options available for time logged on an issue. Those Cost Options being "No Cost", "Role Hourly", "User Hourly" or "Fixed Hourly". There are also Revenue Options available that should be editable for Issues as well as Tasks.
