Add / Edit People Tab To Layout Templates

In the layout templates, if we could add the People tab and the ability to hide all the sub-tabs if needed (Teams, People, Legacy Resource Planner, Planning, and Scheduling).

As an example, we want our users to see the people tab in the main nav and only have access (visibility) to the Teams sub-tab. We don't want them to know about the People list and planning tabs.
