Add access controls to the Backlog for Agile teams by using layout templates

When creating a layout templates, allow the Backlog page to be hidden in the navigation panel and also the Hide/unhide button for the Backlog list on the Kanban view. This will enable access control for agile team members who don't need access to the backlog.
