Ability to Restore Programs from the Recycle Bin

It would be helpful if deleted Programs could be restored from the Recycle Bin, mirroring the ability to restore Project and Document objects.

We store information on a Program's Custom Form and that data is currently lost when a Program is (mistakenly) deleted.
