ability to rank/prioritize Issues

Users want the ability to rank/prioritize Issues that have been submitted through a Request prior to converting the issues into projects. This could be similar to setting the priority of projects in Portfolio Optimization. A priority needs to be EASILY assigned to the issues to determine the order in which to work on them.
