Ability to disable Daily Digest

We need to be able to disable daily digest emails. At the moment we are manually disabling them every time a new user is created. Its a workaround, but very manual and time consuming

    It would be great if 'default' notification settings could be baked into access levels. In particular, external users created automatically from document requests and/or document approvals.
