Ability to convert Request to Program

Description - Add ability to convert a request to an overall program

Why is this feature important to you - Often multiple projects are needed within one program

How would you like the feature to work - Similar to converting a request to a project, except it converts it to a program

Current Behaviour - Not possible right now

This would be a helpful feature because:

The request queue is the easiest way for people, who do not work on WF a lot, to get something started in WF.
Some organizations like to track individual deliverables as projects, as opposed to tasks, for various reasons.
This would allow all those induvial deliverables (projects) to be track under one group
