Is there a limit to how many teams you can create in Fusion?

I'm unaware of a limit, though we typically keep it to 2-4, like "Production" and "Development".

Agreed.  We have one for each environment and a couple of training but no more than that.  Very few people have access to Fusion so there is little need to over complicate access.
