This is something that is not always obvious and have recently consulted with multiple clients on how to manage this 'Order of Operations' for a router.
1st. The routes are processed clockwise (left to right) from the enter point to the route (9 o'clock). They are processed in the order that they are added, literally. You can drag or re-arrange them to lets say, the top of the route but that does not change the order of operation.
My suggestion is to always use the Auto Arrange magic wand option on the bottom of the screen to set your modules in a preferred view versus manual manipulation. When you select this wand, your routes will reset their presentation to this clockwise order that you can depend on matching the order of operation.
If you need to say, re-arrange this order so something you added later, goes ahead of other routes. Perform these 5 steps.
Add empty routes
Insert an empty module in the initial routes where you want to move it to a lower route and disconnect the modules to the right
Drag those to a lower route you just added
Repeat step 2 for the route you want to move ahead in the order but attach it to a higher route in the order
Clean up your filters and empty modules as needed.
