Hi,

Can workfront Fusion be able to convert a CSV file into another CSV file with a particular template and also the same into a text file? If so, how?

Likely, though your business rules description is missing some details.  But you can parse a CSV and write a CSV and upload/download documents with Adobe Workfront and other file storage mechanisms.  It would be a custom scenario that you'd have to design up.  I would suggest taking a small scale test, like having a fixed string input, doing your transformation to a CSV, and validate whether you're getting the basics of what you want.  Then you can layer in the download of the input file and the upload of the output file.
