Planner and zero hour project lists

Is there a way to remove projects within the current view of the Planner if the user has zero hours allocated within that timeline (of the current view)?

Trying to understand, 

situation 1: is the projects having zero planned hours?.

situation 2: is the task with respect to user having zero planned hours?

Which is relevant?

Most often I find that it is situation 2, but both are relevant in that the Planner is listing A LOT of projects for users, and many have zero hours allocated toward them within the timeline I'm trying to view (perhaps there are hours on the task outside of the timeline I'm currently viewing, either in the past or future), and I'm curious if there's a rule to exclude projects with zero hours allocated within the given view.
