Help me undertsand the "top priority" in the People section

Hi.

 

I am trying to figure out what constitutes a "top priority" item in the People section of a project:.

This is the text mode code of this field:

this appears to be the thing you most recently clicked "Work on it" to. I have not been able to manipulate it other than clicking "Work on it" to something else.
