Assign User to Card and Checklist Item

I have run into an issue on boards. When making assignments to a card I cannot assign the same user to both the assignments and to an individual checklist item. However, when I removed the user from the card assignments I then was able to assign them to a checklist item on the same card. Not sure if this is a glitch or by design, and if so why?
