Invalid dtd Error in Schema to Json

I am using AEM service Pack 13 with Adobe Experience Manager Guides 4.1. I tried creating a new topic and got the following error. How to resolve this issue ?

@raviranjan : please validate if the DITA Profile (Tools > Guides > DITA Profile)  has all the catalogs added in the correct order. 

Please also share a screenshot of DITA Profiles.

How do you know what the "correct order" is? 

Does AEM read the list top-down or bottom up?

It reads it bottom up - so any specialized schema should be on top
