Page Delivery rules

We're having a bit of trouble understand the difference between page delivery rules:

1. URL > contains

2. URL > is (case sensitive)

If you have a URL that has capital letters in it, do you have to include the URL >is (case sensitive) rule to the target test to make sure you get all traffic?

also do you need the URL > contains rule in order to capture all of your IC and Tracking codes? 

Basically, how smart is target when it comes to the URL of your page?
