How to assign adaptive form to other users

I've built an adaptive form in AEM 6 inside the geometrixx-gov sample website. 

Is there a way I can:

1. login as user1 to fill out this form then click submit

2. after hitting submit I login as user2 and see this form in my inbox

3. approve/reject this form. 

Is this doable with AEM6 alone or will I need LiveCycle to accomplish this. Please let me know how to accomplish this either with AEM6 alone or with livecycle.

I can say for sure that it would work with LC. For achieving the same via AEM workflow, you would need to write a lot of custom code. My re-commendation is to go with LC.
