Create a workflow for an adaptive form so that User A can send it to User B to complete

I have a use case for an adaptive form where one user will fill up the form then hand it over to another user, via email, to continue filling up the form. What I'm having issues with is understanding is how to configure the workflow to work with my use case. I know that there is a "resumeLink" property in the "Send Email" step but I'm not sure how to generate this link. Here's what I have for my workflow so far.

is the second user part of the same organization? if so you can use the Assign Task and set up email notification for task assignment.

In the Assign Task make sure you pre-populate the form with the the data from the the previous submission
