How to add custom action button which open a dialog ?

Hi, I want to create an new custom action button under tool bar in assetdetails.html. Earlier I have created for assets.html and it is working but when same way I am trying in assetdetails.html then it does not work.


What I have created 

 

I have created this custom action button, and when I hit on this button then it opened a dialog like below screenshot


Problem: 
When I try to create same button and dialog under http://localhost:4502/assetdetails.html then it is not working

 

Does Anyone created this type of functionality under assetdetails.html action toolbar ?
