Visibility Condition in Email designer for Transaction Message is not working

I tried to control a piece of content using some conditions in Transactional Messages Email Designer but the whole chunk of code gets missing even the condition is true.

A condition cannot be defined for a block that already contains a sub-element with a dynamic content or a block that already makes up a dynamic content.

Is there documentation of this somewhere? I'm having a similar issue and finding a workaround would be simpler if I know what the specific limitations are.
