How to create content fragment using workflow or ootb tool?
I need to create a Content Fragment input valuesas json response to CF's using workflow ,ootb tool or asset api. If no? how can I customize workflow to create cf?

I do not believe that its possible to do what you are looking for. That said, please reach out to Campaign Support if you want to dig into this deeper and submit an enhancement request to R&D.
