Custom named rights

Hi,

We understand that default named rights could be assigned to operators and operator groups whereas could you tell us how to create a custom named rights for labeling an operator as an admin/a non-admin user? If we create such a named right and assign it to an operator, what would be the privileges available for the custom named right?
