Installing Local Instance - error BAS--010002

Hi, I'm trying to install a local instance for educational purposes,

As following steps, i installed Oracle jdk, postgres and downloaded ACC v7 build 9346.

While I was installing the ACC server, it keeps shouting this error as in the screenshot. 

"System error: access is denied

BAS-010002: parameter error"

Is there any way that I can get help for this issue?

Also, Does anybody know if I can install local instance for campaign v8?
