I have an internal email campaign that sends out to our salespeople every day with an email they need to forward along to their clients. Ideally, they should receive one email per client that meets the criteria for that days send (some days they could have more than 1 that meets the requirements). We do not have any deduplication suppressions in the workflow and I've unchecked "exclude duplicate addresses during delivery" but we're still seeing people being excluded for the reason "double" and the text "recipient already targeted". Is there anything else we should be doing to ensure these salespeople receive a unique email for each client?

I am making a guess here. did you check the typology rules and also check the "Keep duplicate records (same identifier)"
check here and you can do the opposite of what was achieved.

If you see duplicates before the delivery then pretty much follow what rajbounteous mentioned.
