Why the a campaign template instance which in my campaign template folder do not contain a "targeting and workflow" tab?

When I new a campaign template instance which in my campaign template folder, but I found this template do not contain a "targeting and workflow" tab

Hi,

Under Edit tab, click Advanced link, and set Targeting and Approvals to Yes.

Unclear why they didn't make this the default.
